To maintain access to FHLB Cincinnati's long-term credit and Community Investment products, our members are required to submit a Community Support Statement (CSS) to the Federal Housing Finance Agency (FHFA) every two years (in odd-numbered years) to document their federal Community Reinvestment Act (CRA) performance and record of lending to first-time homebuyers. FHLB will notify members subject to Community Support Program (CSP) review when their institution is up for review.
Opportunity to comment on Members’ Community Support Performance
FHFA will consider any public comments it has received concerning a FHLBank member when reviewing the FHLBank member for community support compliance. A list of FHLB members who are subject to review in 2025 appear at this link. View the list of members being reviewed. The 30-day comment period on those members begins February 20, 2025 and ends March 24, 2025. Comments may be submitted to hmgcommunitysupportprogram@fhfa.gov.
FHLBank Members Community Support Statement Requirements
To satisfy the CSP requirements, members subject to the CRA must meet both the CRA standard and the first-time homebuyer standard. Members not subject to CRA, including credit unions and insurance companies, must meet only the first-time homebuyer standard.
For 2025, members subject to the community support review will receive notification from the FHLB by March 31. FHLB members can submit their CSS beginning April 1 and ending October 31 through the FHFA’s portal. The online form must be completed and executed by an appropriate senior officer of the member institution.
Failure to Meet CSS Requirements
If a member does not submit a CSS or fails to meet the CSP requirements, the FHFA requires FHLB to restrict the member's access to our services and products. Once access is restricted, the member cannot borrow Advances for longer than one year or access any of the Community Investment programs, including the competitive Affordable Housing Program, Welcome Home Program, or Community Investment Program Advances. The restriction can be lifted by submission of a CSS that meets the FHFA requirements.
