FHLBank plays an important role in supporting the affordable housing and
economic development initiatives of member institutions and community lending partners throughout the
Fifth District - Kentucky, Ohio and Tennessee. This role is supported through the services provided by the
Housing and Community Investment (HCI) department. These HCI services include special funding programs and
technical assistance that are targeted to help meet the needs of low-income residents and strengthen the vitality

Through its recognition awards, the FHLBank honors member institutions and
community-based organizations that have demonstrated exemplary effort and commitment in providing housing and
economic opportunities for low- and moderate-income individuals, families, and communities.
FHLBank has formed partnerships with other economic development corporations to create
jobs and spur economic development in Kentucky, Ohio and Tennessee with a special emphasis on the Appalachian region.
